Edge Protection Compliance: What Developers Should Expect to See on Site

Edge protection on a UK construction site is the visible part of the work-at-height safety system. Where it is well executed, it forms a consistent perimeter around every elevated working area, with double guardrails, toe boards and brick guards as required by the work being done. Where it is poorly executed, the gaps are obvious to anyone walking the site, and the HSE pays close attention.

The standard against which edge protection is judged is the Work at Height Regulations 2005 supported by NASC TG20:21 for scaffold-based edge protection. The requirements are specific. Guardrails at the right height. Top rails and intermediate rails. Toe boards at the lower edge to prevent material drops. Brick guards or sheeting where the work above the platform is loading out. Maintenance of the protection through the period of use.

Edge protection compliance is, in our experience, one of the items where the gap between a thorough scaffold contractor and a thin one is most visible. The thorough contractor designs the edge protection at scaffold design stage, installs it as part of the original erection, inspects it weekly, and reinstates it after any trade has had to modify it. The thin contractor installs the basic guardrails and then loses track of the modifications as trades work through the build.

The trade modifications are where most edge protection failures originate. Brick gangs sometimes remove a top rail to load bricks more easily. Roofers sometimes need a gap for tile delivery. Painters working from the scaffold may shift boards. Each of these can be necessary work, but each leaves the edge protection in a temporarily compromised state. Where the modification is documented, supervised, and reinstated, the protection is intact. Where it is not, the gap becomes the next inspection finding.

The inspection is documented against the same checklist used for the seven-day statutory scaffold inspection. Findings are categorised by urgency and closure is recorded. The principal contractor receives the inspection records in a format that drops into the CDM file.

For developers walking a live site at handover stage or earlier, the practical things to look for in edge protection are not deeply technical. Are top rails consistent in height across all working platforms? Are toe boards in place on every lift where loading or operative work is occurring? Are gaps absent where work is being done above? Are brick guards present where bricks are loaded out? These are visual checks that anyone can do in five minutes.

Where the site fails these visual checks, the edge protection is compromised in ways that are likely to be picked up by HSE inspection. The cost of the inspection finding is small. The cost of the incident that the failed protection would not have prevented is significant. Both costs accrue to the principal contractor and ultimately to the developer.

There is also a culture effect. A site with consistently strong edge protection is a site where the operatives understand that safety is being actively maintained. A site with patchy edge protection is a site where safety is treated as a baseline rather than as a discipline. The two cultures produce different defect rates, different accident rates, and different reportable incident rates across the build.

For QSs reviewing scaffold tenders, edge protection is one of the items worth asking about specifically. How does the bidder design edge protection at scaffold design stage? How is it inspected weekly? How are modifications managed when other trades require them? The answers separate contractors quickly.

The cost of comprehensive edge protection is not significantly higher than the cost of basic edge protection. The cost of the failures that comprehensive protection prevents is significantly higher than the cost of doing it well in the first place. The arithmetic for developers is straightforward, and yet the gap between well-protected sites and poorly protected sites remains visible across the UK housing market.
